Selection dialog flickers upon opening

Issue description

In rare cases it can happend that the selection dialog flickers upon opening. This can be reproduced by typing something on the select box in order to open the dialog and click the same select box before the typing threshold of 500 miliseconds has passed.

Developer comments

The first implementation caused a regression in the codecept for this [8434, issue 8434]. Therefore the use of the flag running was replaced by a check whether the respecitve popup is displayed.
