Partial support for additional languages
Issue description
Currently language support is always store wide. This is not always helpful, if you consider that for every supported language all labels are created and maintained. This directly affects the average search time. In case of a single user group using multiple languages for a single topic type, this does not make sense.
Developer comments
It would be necessary to have secondary languages which are part of content negotiation, but no labels are created.
If there are no labels generated, where do the labels come from?
The case motivating this issue was the following: a company uses Topincs. At the ware house drivers of all nationalities deliver goods. They should be able to use a public single page to choose their language and then fill out the registration form.
