Improve behavior of association rich topics again
Issue description
Even with the server side improvements implemented in the related issue, the factsheet for topics with paragraphs of more than 10.000 associations is significantly slower, since the HTML source of 20 MB or more has to be transported to the browser and rendered. I currently do not see any use in displaying this number of associations when they are not specifically asked for. In many cases the user visits the page looking for another statement about the subject.
Developer comments
There is two ways to improve this.
* Omit the paragraph completely when there is more than 10.000 associations. Allow the view to ignore the configured user rights, because this currently makes it impossible to move the paragraph to a different tab in a separate view.
* Generally omit displaying all associations when there is more than 10.000.
Displaying a maximum of 100 associations now which makes association rich fact sheets load within seconds and presenting a usable page rather one where every scroll causes the browser to slow down and freeze in the worst case. By an additional *Load completely* entry in the page menu the user can see everything. It is much easier now to navigate over such topics.
