Back to service form should show enabled form elements
Issue description
When a service form is returned to by using the browser back button, all form elements are currently disabled. In Chrome the form is still prefilled, but this could be due to back forward caching. It should be easy to change the selection and resubmit the form. To do this the user has to currently reload the service form after moving back to it. Through reloading he looses the selection.

Should this apply to POST services as well?
Yes, it should apply to POST as well. The administrator of the service should make sure that the service is idempotent.
When a user returns to a service he should be able to change it and resubmit easily. The bfcache shows the page in the exact state it has been left. Thus there is a uiblocker to avoid duplicate submission and all fields are disabled. Thus avoid all caches on the service form and in order to remember the input replace the current URL in the history with the current form state.
Also make sure no other browser mechanism fill the input by using autocomplete off on the respective input fields.
