Decimal separator in file size wrong again
Issue description
After upgrading from bullseye to bookworm, the internal test server fails to set the locale correctly when the language is pinned. The problem surfaces when since the regression test for issue 6757 is failing.
Developer comments
A first anaylsis shows that the language is pinned and the locale is set correctly, but somehow the locale must be reverted later then.
Above is only partially true, while the setlocale call succeeds, the localeconv still returns the C configuration and not the correct one. This only affects apache. On the command line it works. It also affects this particular server, on other servers it works.
This was caused by a misconfiguration in /etc/apache2/envvars.
