Reduce use of system ids during coding

Issue description

This will make it possible to protoype a system and move increments to derived production systems. Plus it is easier on the administrators memory.

Developer comments

These are the occurrences of ids in the source code: Unproblematic: * In the HTML source ids are used in abundance. Therefore they used in SCSS. Problematic: * Topic form prefills in HTML and PHP.

No longer sure if that will take care of _it_. The advantage of system ids is you do not have to worry about name collisions when you localize them on module import.
