Coordinate bfcache and PageState

Issue description

With the introduction of the bfcache, short for back forward cache, there is sometime problems with the Topincs own page state mechanism, which is encoded in the URL, put in history and reapplied and removed upon revisit. The basic problem arises because JavaScript is not exectued again, thus none of the initialization is run. Consider to either generally ignore the bfcache until it is supported by all browser.

Developer comments

[11796, Issue 11796] was resolved and the bfcache has not yet been a problem yet in other circumstances.
