PWA: saving multiple offline forms at once fails
Issue description
The new temporary identification procedure (increasing negative number) causes a problem when reediting a offline form. Since its then start renumbering at 1, there might be duplicated assigments.
When there is several topics of the the same type edited and saved offline, the same negatve integer can be mapped onto different topics during the saving process. With the "temp:" scheme this was not an issue because the temporary identifiers were all different across forms. Now they are shared. The first form saves fine, but the second one fails, since they same number is already mapped to a system id from the first save. This happens in IdMap. It is an error to try to assign different system ids to the same temporary id. But This happens now.
