Manipulating exisiting forms with URL parameters
Issue description
The current form prefill mechanism is mainly designed with empty forms/paragraphs in mind, filling in absent information. It would be good to be able to capture manual changes only (even when invalid?) and persist them in a query string. This would help with suspending and resuming form editing.

There is two parts to this: capturing the changes in a query string and reapplying them to a form.
It has to be able to handle the deletion of statements, in the main form and in child forms.
Contrary to what was suggested initially, it is not only the manual changes that are persisted, but the form in its complete state. But an existing instance can be modified by using a partial prefill. Whether a prefill is considered *partial* or *complete* is determined by the presenece of the URL parameter %complete%. If present, the prefill is complete, if absent, it is partial.
