Topic AFTER INSERT at the end of PHP process?
Issue description
It is difficult to freeze the identity of a topic. A topic might have some statements which should not be altered, e.g. the invoice nummber of an invoice. To implement this is currently more difficult than necessary, since a topic is either created by a form or by a by the API, but there is no event that actually signals that, since the topic create event is fired as soon as the topic is created, but yet no other statements are present at the topic.

This would be helpful since it relieves the admin from keeping track of all the angles a topic can be created from.
With the switch to autocommit off, this will work as expected. The AFTER INSERT trigger fires not as soon as the topic item is created, but on the next commit. By default this is the end of the process. Thus this trigger event is now better suited to handle identity issues, since names, occurrences and roles are alreay present at the time of trigger execution and can be used with the API which they weren't with autocommit on.
