Issue description
The tool "New resource" lets the user create a topic with the current url as a subject locator. It might be useful to have one create a topic with the current url as a subject identifier.
In an anarchic environment with an automatic form of propagation of subject identity statements, this might cause more harm than good, because no single web page refers only to exactly one subject. So two people might use the same page to identify different subjects. So most web pages are not suited to serve for subject identification purposes, yet the possibility of misuse increases with an easy way to do that.
Within an appropriate context (the correct use of a natural language), one might assume, that subject identification pages will indeed allow the consumer of a subject identifier to the subject the creator of the page had in mind.
All theoretical problems set aside: the tool would ease the task for experts.
